TERRITORIAL ORDINANCE IN LONDRINA-PR AND THE PRODUCTION OF THE OLYMPIC GARDEN

In the city of Londrina, located in the North of Paraná, the production of urban space has been marked by the intense activity of real estate agents and municipal management. It is in this context that the present research has as its central objective to deepen the understanding of the historical evolution of urban occupation in a specific portion of the West Zone of the city, from its origin until the year 2023, focusing on the intense changes that occurred from the year 2015 in the portion called the Olympic Garden. To this end, a qualitative-quantitative approach was adopted, including bibliographical review, historical-geographical survey, survey and discussion of the relevant legislation, specifically the Soil Use and Occupation Law, as it is currently under review. in 2024 and contributes to demonstrating the intentions of municipal authorities for the area under study. Field work and the use of technologies such as satellite images and GIS mapping were also carried out. The results show a significant transformation in the studied portion, marked by the occupation of previously empty areas with different characteristics to the existing one, an increase in population and an intensification of real estate speculation. Furthermore, there are potential environmental impacts associated with this development. It is concluded that the evolution of the portion under study reflects a complex process, driven by municipal agents and political decisions, revealing a need for sustainable development strategies that mitigate urban and environmental impacts and meet the demands of the local population in a balanced way.
